The reality

Section 8 is three programs wearing one name

Project-Based Voucher, Housing Choice Voucher, and Project-Based Rental Assistance each run on different rule sets — and most platforms only handle one cleanly.

When a PHA wire lands, you split it by hand. When a 50058 is due, you re-key the fields. When programs stack on a single unit, the cadence and the ceilings stop agreeing. That is not a staffing problem. It is a software problem — and ExactEstate was built for exactly this.

Resident at home in an affordable housing unitPBV · HCV · PBRA, one install

Section 8 software enforces the rules of HUD's rental assistance programs.

The software calculates Total Tenant Payment (TTP) under 24 CFR §5.628 with the HOTMA-revised deduction chain, generates HUD-50058 Family Report for PHA submission, manages HAP voucher receipt and reconciliation, splits PHA wires across multiple resident accounts (HCV and PBV operations), handles Section 8 reexamination triggers under §5.657, and submits to TRACS for PBRA contracts.

What ExactEstate does

Everything Section 8 needs, native

No add-on modules, no third-party exports. Certifications, subsidy, inspections, and cadence on one install — even when programs stack on the same unit.

01

HUD-50058 Family Report

All Sections 1–13 fully modeled — not a partial export.

PHA codes, program code (P / CE / VO / MR), project, building, and unit numbers, the full set of HUD action types, waiting-list date, accessibility request status, structure type codes, HQS dates, calculation snapshot, most-recent TTP, hardship exemption codes, PBV/HCV and Mod Rehab detail blocks, household composition with disability flags, and full PIC submission tracking.

Action types 1–15Composition fields 50–65PIC confirmation no.
02

Total Tenant Payment

TTP under 24 CFR §5.628, calculated with HOTMA-compliant deduction logic.

The deduction logic is applied consistently across the certification chain, addressing the most common 4350.3 deduction-stack audit findings that legacy PMS deployments hit.

03

HAP voucher reconciliation

One PHA wire, split across every resident in a single workflow.

HAP arrives via subsidy CSV upload. The HAP portion posts as a SUBRENT charge on the resident's balance; the TTP portion posts as a RENT charge. An audit record captures total subsidy, total excess, and a per-resident allocation snapshot for later reconciliation.

04

In-app subsidy allocator

Generate the template, upload one wire, split it cleanly.

Generate a per-property subsidy CSV template, upload to split one wire, view the allocation result, and list past allocations. The allocator handles excess and shortfalls per resident, determines transaction codes, processes payments, and sends receipts.

05

HUD-VASH case-worker portal

Supported under PIH Notice 2021-19 with scoped third-party access.

Per-unit-scoped service-provider login for VASH case managers, with explicit unit-level assignment, case-worker impersonation of assigned residents with go-back, and a full audit trail. The same portal serves CoC Permanent Supportive Housing, Section 811 PRA, FSS escrow coordinators, Coordinated Entry, and VAWA victim service providers.

06

Special Population Set-Aside

HMIS-aware tagging with 10 seeded set-aside types.

Homeless, veteran, disabled, senior, frail elderly, DV survivor, foster youth, substance use, reentry, and chronic illness — with per-property required quantities, per-resident verification status, HMIS sync via the HUD CSV adapter (FY 2026 spec), and audit logs on every change.

07

HQS / NSPIRE inspections

Inspection cycles tracked, scored deterministically.

Per-unit HQS last-passed and last-annual dates, plus an NSPIRE deterministic scoring engine for inspection cycles.

08

Reexamination cadence

Notices at 120 / 90 / 60 / 30 days under 24 CFR §5.657.

When Section 8 is stacked with LIHTC and HOME on the same unit, the cadence resolves to the shortest applicable across programs. A separate Section 8 late-fee policy per property carries its own initial fee, daily fee, percentage fee, and days-late-until-charged.

HAP reconciliation

One PHA wire, many residents

The PHA sends a single payment. ExactEstate splits it, posts both sides of every resident's balance, and records the allocation — end to end, in one transaction.

1

Wire arrives

The PHA sends one HAP payment for the property.

2

CSV uploaded

Upload the subsidy CSV against the per-property template.

3

Split per resident

The allocator handles excess and shortfalls and sets codes.

4

Charges post

HAP posts as SUBRENT, TTP posts as RENT on each balance.

5

Snapshot saved

An audit row captures total subsidy, excess, and allocation.

47
A single PHA wire splits across 47 residents in one workflow. SUBRENT and RENT charges post, and an audit row records the allocation snapshot — making later PHA-side reconciliation defensible.

Three regimes, in detail

PBV, HCV, and PBRA — handled on the same install

Project-Based Voucher

24 CFR Part 983

PBV operators face fixed-unit HAP contracts with the PHA. ExactEstate stores the HAP Contract Number on the property record, models the rent split as TTP + HAP, handles HAP arrears and overpayments via the SUBRENT ledger, and reconciles the per-unit voucher state against the property's HAP contract record.

Housing Choice Voucher

24 CFR Part 982

HCV is tenant-based. ExactEstate captures the PHA payment standard on the property record, the bedrooms / owner / payment standard / rent-to-owner block on HUD-50058, and supports the PHA wire split across multiple HCV tenants via the subsidy CSV.

Project-Based Rental Assistance

24 CFR Parts 880–884

PBRA contracts run via HUD's TRACS submission system. ExactEstate integrates TRACS through ShofCorp — see the TRACS page for the full submission workflow, including voucher payment processing and duplicate-payment protection.

What is Section 8 property management software?
Section 8 property management software handles the operational and compliance requirements of HUD's Section 8 rental assistance programs: Project-Based Voucher under 24 CFR Part 983, Housing Choice Voucher under 24 CFR Part 982, and Project-Based Rental Assistance under 24 CFR Parts 880–884. Core capabilities include Total Tenant Payment calculation under 24 CFR §5.628, HUD-50058 Family Report generation, HAP voucher receipt and reconciliation, subsidy splitting across multiple residents, and TRACS submission for PBRA contracts.
What's the difference between PBV, HCV, and PBRA?
PBV (Project-Based Voucher, 24 CFR Part 983) attaches voucher assistance to specific units under a HAP contract with a Public Housing Agency. HCV (Housing Choice Voucher, 24 CFR Part 982) provides tenant-based vouchers that move with the household. PBRA (Project-Based Rental Assistance, 24 CFR Parts 880–884) is a long-term project-based contract directly with HUD, submitted through TRACS. ExactEstate handles all three on the same install.
Does ExactEstate generate HUD-50058?
Yes. ExactEstate generates HUD-50058 Family Report with all Sections 1–13 fully modeled, including PHA codes, action types 1–15, accessibility flags, structure type codes, HQS dates, calculation snapshots, TTP, hardship exemption codes (N/P/T/L/D), PBV/HCV/Mod Rehab detail blocks, composition fields 50–65, and full PIC submission tracking with status, submitted-to-PIC date, PIC confirmation number, and PIC errors.
How does ExactEstate handle HAP voucher reconciliation?
HAP arrives via subsidy CSV upload from the PHA. ExactEstate splits one PHA wire across multiple residents in a single workflow, with the in-app subsidy allocator handling excess and shortfalls per resident, determining transaction codes, processing payments, and sending receipts. The HAP portion posts as a SUBRENT charge on the resident's balance; the TTP portion posts as a RENT charge. An audit record captures the total subsidy, total excess, and per-resident allocation snapshot at the time of allocation — making later PHA-side reconciliation defensible.
Does ExactEstate calculate TTP?
Yes. Total Tenant Payment is calculated per 24 CFR §5.628 with the HOTMA-compliant deduction logic applied consistently. The platform addresses the most common 4350.3 deduction-stack audit findings that legacy PMS deployments hit.
Does ExactEstate handle Section 8 reexaminations?
Yes. Section 8 reexamination triggers under 24 CFR §5.657 are handled by the recertification engine, with notices firing at 120/90/60/30 days. When Section 8 is stacked with LIHTC and HOME on the same unit, the cadence resolves to the shortest applicable across programs.
Does ExactEstate support HUD-VASH?
Yes. The platform supports HUD-VASH under PIH Notice 2021-19 with case worker portal access — per-unit-scoped third-party service-provider login for VASH case managers, with explicit unit-level assignment (no property-level inheritance), case worker impersonation of assigned residents with go-back, and audit trail. Case worker portal access is also engineered for CoC Permanent Supportive Housing, Section 811 PRA, FSS escrow coordinators, Coordinated Entry, VAWA victim service providers, and reasonable-accommodation specialists.
Does ExactEstate submit to PIC?
Yes. HUD-50058 includes full PIC submission tracking with status, submitted-to-PIC date, PIC confirmation number, and PIC errors. The platform handles the PIC submission file format natively.
How does ExactEstate handle Section 8 late fees?
ExactEstate auto-creates a Section 8 late-fee declaration per property at property creation (separate from the regular late-fee policy) via signal. Each policy carries initial fee, daily fee, percentage fee, and days-late-until-charged. Singleton-per-(property, type) enforcement at save with drift deduplication prevents accidental duplicate policies.
Does ExactEstate support Special Population Set-Aside tagging for Section 8?
Yes. The platform supports HMIS-aware Special Population Set-Aside tracking with 10 default seeded types (homeless, veteran, disabled, senior, frail elderly, DV survivor, foster youth, substance use, reentry, chronic illness). Per-property required quantities with scope (lease/unit) and verification requirements; per-resident tags attached to lease history with status (unverified / verified / rejected); HMIS sync via the HUD CSV adapter (FY 2026 spec); audit logs on every set-aside change with snapshot JSON; hourly drift task and nightly reconciliation.
