TRACS — the Tenant Rental Assistance Certification System — is HUD's submission system for HUD Multifamily and PBRA operators.

Operators submit tenant certification files (HUD-50059, HUD-50059-A) and voucher files to HUD via TRACS, currently on the TRACS 203A schema. Submissions feed monthly HAP (Housing Assistance Payment) processing and Voucher Management System (VMS) reporting. TRACS access is mediated by HDS (Housing Data Systems) and authorized vendors including ShofCorp.

How submission works

Approve a HUD-50059 — it freezes as a snapshot and files to the property's Compliance folder. At month-end, open the voucher review, preview building, unit, payment, and resident detail, then submit with duplicate-payment protection. Voucher status updates and SUBRENT ledger entries post automatically.

ExactEstate's rule engine ensures ceiling enforcement and income-limit resolution at the LIHTC layer happen before the certification is approved — so the HUD-50059 submitted via TRACS is consistent with the LIHTC TIC filed on the IRS §42 side.
Is TRACS submission included in pricing, or an add-on?
Included. ExactEstate is $3 per unit per month flat, with no per-program SKUs. TRACS submission via ShofCorp is part of the platform, as are HUD-50058, HUD-50059, HUD-50059-A, state HFA TICs, USDA MINC XML, EIV indicator handling, MAT ingestion, and the audit trail. Yardi, RealPage, and MRI typically price TRACS-related modules separately.
Does ExactEstate produce the audit trail for FASS and MOR review?
Yes.
